Good question, especially in those difficult times.
And it seems the answer is a victorious YES. Here is a short list of some of the 2009 rounds:
- LoopFuse raises 1.4m USD from True Ventures (congrats Roy and the gang);
- Black Duck raises 9.5m USD in a D-series (mix of capital and … debt! congrats
) and Tim Yeaton joins as a CEO (I know observe very closely what happens in the 2 weeks after Tim joins a company 
) - Talend raises 12m USD in a C-series round (Frenchies leading a FOSS company – we know that it works )

Yes, you are right, I focused on 2009 only. But no problem, anybody who think should be on this list, feel free to get some visibility by adding a comment
In the same vein, Jaspersoft raised 12.5m USD at the end of 2008.
